Planning Board Hearing on LUO Definition Changes, new Driveway Permit and Subdivision Regulations update
Members present: Jack Sheehy, Lynn Cook, Tom Marshall, Nan Schwartz
At 10 AM no one had shown up for the Hearing so we discussed a merger question that had come up for the Assessors concerning two lots owned by the Olkola family on the backside of Ashuelot Pond.
10:20 AM called to order by Jack Sheehy.
Public present: Mike Otterson, Jim and Carolyn Russell
Sheehy explained the LUO Definitions, they are the same ones we put forward last year with the addition of one for "Living Area". The need for this one arose from a question by the Selectmen of how living area was to be figured for guest cottages. There were no further questions.
Driveway Permit. Sheehy explained the changes to the Driveway Permit, he mentioned that flagging has been a problem in the past and that we had worked with Ed Thayer to get a few items in there that he requested. Mike Otterson asked if the Planning Board has oversight of problems with driveways after we sign the permit. Sheehy explained that it is out of our hands once we sign the permit. Mike said there was a problem on Halfmoon Pond Road just above the new bridge. There is an undersized driveway culvert that causes washouts whenever there is a big rain after they have done all that expensive work on the bridge. Schwartz said that there is a line in the permit that says that it is the responsibility of the owner to make sure that no damage done to town roads during or after construction of a driveway and this has always been in the permit. Ed has recourse in these matters and we will mention it to him. There were no other questions.
Subdivision Regulation update. Schwartz went through the changes and there were no questions from the public.
The hearing was adjourned at 11:15 AM.
The Planning Board stayed and discussed a few changes to the subdivision regulations. Schwartz said she would make a few changes and simplify some sections and email the changes to everyone before the next hearing on the 2nd of February at 6:30 PM.
