Crandall opened the meeting at 9 AM, at the Town Hall

1.0       Crandall passed out a new version of his statement. Schwartz said she sent the latest plan to as many F/R members that she had email addresses for. Crandall asked if we want to do a cover letter to explain the plans? He shared his first draft by email with PB members and handed out copies of a second draft that he said took into consideration Kluk’s comments and added the tax rate impact of going ahead with the projects this year. Williams thinks the letter is worth doing, that it has some good points. Crandall commented that it was too bad Kluk and Dulac can’t be there tonight for the meeting but he feels we need to press forward. Williams thinks the message is most important and asked if we want to add some of Terani’s points. He thinks this is a balancing act, we are not trying to dictate but we are looking for parameters. Williams thinks the message should be that there is flexibility in the plan and things can move around. He thinks the PB is not suggesting a cost goal and we shouldn’t talk about the tax rate.

            We went through Crandall’s document point by point and edited the original wording to better reflect our purpose in bringing this plan forward and add clarity. Schwartz made notes on the changes. Williams asked if we want to add any of Terani’s points, but we felt in doing the edits to Crandall’s document we have incorporated and covered all of his concerns.

            We discussed who would speak for the board tonight. Crandall would like Hatch to speak. Hatch said he is comfortable speaking but is not completely up on the details of the building plan. He would like to talk less and listen more. Williams suggested walking through the letter and then we can look at the plan. Hatch commented this is not a take it or leave it document. He will do the intro and some one else can review the plan. Williams thinks it is useful to walk through the proposed solution. He said there were two things we heard as concerns by the F/R, distance and space in the barn for maintenance and snow load. Schwartz said we can all field questions from the F/R members. Crandall asked about a time limit for feedback. Schwartz said Kyle Barker needs to look at this plan next to see if it is feasible and ask BPS for some numbers. Williams said that if we are doing the project ourselves we may not need BPS, but we may have to get quotes ourselves. Crandall thinks if you try to do it locally it is going to be problematic, no one local can bond a project like this. He thinks the BoS GC’d the front of the Town Hall and it came in a lot higher than planned.

            Hatch asked if we should meet with the F/R building committee and ask for changes and get real input. Williams asked how much time they need to come back with buy-in and thoughts. Hatch asked about savings on the GC by using locals to do the renovation and having the GC do the barn. Williams said a 48’ X 80’ rectangle is pretty simple and the discussion on the BoS thinks it lends itself to doing it locally. Schwartz will make the changes to the document and make copies of it and the plans for the F/R meeting tonight.
